Community Organizer – Health Enrollment

The Tennessee Health Care Campaign is a statewide, volunteer led non-profit organization.  Vision: All Tennesseans will have access to affordable, equitable, high quality health care. Mission: To advocate for policies and programs that improve the health and well-being of Tennesseans. 

STATUS: Consultant – 8 Weeks from March 1- May 1, 2 positions open 

COMPENSATION: $4,000/month, mileage, and cell phone stipend 

POSITION DESCRIPTION: The Community Health Enrollment Organizers will work to increase health insurance enrollment to underserved Black communities in Houston, Humphreys, Perry, Dickson, and Bedford, Clay, Overton, Putnam, and Cumberland Counties. The organizers will reach out to community residents who lack access to healthcare and health insurance, provide culturally competent education about the benefits of health insurance, provide enrollment and application follow-up assistance and  build/strengthen enrollment collaborations with local partner organizations. 

DUTIES AND RESPONSIBILITIES:  

• Provide structured consumer education on health coverage. 

• Provide enrollment referral to THCC Enrollment Specialists for uninsured individuals and families  to access subsidized, low-cost, and free Affordable Care Act Marketplace insurance.

• Provide enrollment assistance (including but not limited to completing TennCare applications, gathering required documentation and troubleshooting the enrollment process) for uninsured individuals and families who qualify for TennCare. 

• Adhere to CDC guidelines to prevent the spread of COVID-19. Develop innovative organizing  strategies to safely reach consumers during the epidemic. 

• Identify key community influencers. Develop leaders who will help spread information and facilitate enrollment. Recruit and utilize volunteers to increase program capacity.

• Telephone community residents to offer enrollment assistance. 

• Distribute outreach materials to consumers, community members, partner organizations and  businesses to build coverage option awareness. 

• Develop, discover, and attend community events, or virtual events, to promote coverage options and the mission and services of the organization. 

• Collaborate with various local organizations to build awareness of coverage options, spur enrollment and build referral linkages. 

• Attend and successfully complete all required training programs; participate in ongoing conference calls, webinars, and other professional development opportunities. 

• Accurately provide required reporting to track goal achievement and client satisfaction. 

• Adhere to all state and federal privacy regulations, including HIPAA, and to all policies and  agreements regarding confidentiality, privacy, and security.  

• Perform other duties as assigned. 

SKILLS AND ABILITIES: 

• Knowledge of the health and human services infrastructure, health insurance programs and public coverage options. 

• Experience with community organizing and outreach in Black and rural communities.

• Experience with faith-based organizing. 

• Understanding of the causes and consequences of health disparities. 

• Ability to effectively develop and nurture relationships with a diverse group of stakeholders. 

• Ability to enthusiastically communicate with potential enrollees, in person, by phone and social media. Excellent verbal and written communication skills.  

• Strong computer skills with proficiencies in Outlook, Word, PowerPoint, Excel, internet-based applications, and the Microsoft operating system. 

• Ability to manage time and meet deadlines. Ability to work independently and coordinate multiple tasks. Ability to learn and apply training instruction.  

• Ability to maintain accurate records and necessary paperwork.  

• Ability to maintain strict standards of confidentiality regarding customer information. 

• Ability to maintain a calm professional demeanor and make independent judgments.  

MINIMUM QUALIFICATIONS

• Bachelor’s Degree preferred, or a minimum of two years’ experience in the field.

• Two years’ experience working in community organizing, social service, faith, or healthcare environment.  

• Ability to effectively interact with co-workers and consumers with diverse ethnic backgrounds, religious views, political affiliation, cultural backgrounds, lifestyles, and sexual orientations and  treat individuals with respect and dignity.  

• Must be able to work efficiently in a fast-paced environment.  

• Experience working with low-income, rural, and Black populations. Residence in the target  counties preferred. 

SPECIAL REQUIREMENTS 

• Must have a reliable automobile for use on the job; Must have and maintain automobile  insurance coverage. Must possess a valid Tennessee Driver License. 

• Must have Smart phone and laptop or tablet in good working order. 

• Subject to a criminal background check prior to employment.
